释义	法律分析：一般是不可以修改招标文件的。如果是特殊情况是要先声明的。法律依据：《中华人民共和国招标投标法实施条例》第二十一条招标人可以对已发出的资格预审文件或者招标文件进行必要的澄清或者修改。澄清或者修改的内容可能影响资格预审申请文件或者投标文件编制的，招标人应当在提交资格预审申请文件截止时间至少3日前，或者投标截止时间至少15日前，以书面形式通知所有获取资格预审文件或者招标文件的潜在投标人；不足3日或者15日的，招标人应当顺延提交资格预审申请文件或者投标文件的截止时间。
