释义	法律分析：是指房屋所有权变更时，就当事人所定契约按房价的一定比例向新业主征收的税收。是房屋产权变动征收的税种。应自所有权变更、即合同签订后，向契税征收机关单位申报纳税，并在核定期内缴交税款。法律依据：《中华人民共和国契税暂行条例》第三条契税税率为3—5%.契税的适用税率，由省、自治区、直辖市人民政府在前款规定的幅度内按照本地区的实际情况确定，并报财政部和国家税务总局备案。财政部、国家税务总局发出通知,从1999年8月1日起,个人购买自用普通住宅,契税暂时减半征收应纳税额的计算。
