1、通过公开选拔，其中也包括大家熟悉的遴选，竞争上位。通过这种考试，比如从乡镇考到省级机关或者中央部委，等于打破了原来晋升的天花板，提拔处级只需要熬足时间和资历到点就提，也是快速晋升的有效途径。
2、努力做业绩，提高业务能力，获得奖章是晋升的加分项。在体制内，职务晋升的快慢最基础的就是要有过硬的本事，不仅政治过硬，而且业务能力更要过硬，争取在你工作的领域有出彩的成绩，能获得国家级表彰，或者能当选上一级人大代表，这也是快速晋升的渠道之一。
3、得到领导的举荐，和领导同事们处理好关系，谁推荐你，谁为你说话，这就是背景，这就是关系，这就是人脉。你能力素质再强，没有人推荐你，都是白搭。能够为你提拔处级干部说得上的话，这个外力至少是厅级干部。
4、努力读书，获得博士学位后通过人才引进计划进入体制。对于引进人才，地方政府也会高看一眼、厚爱一份。博士入职后直接定级正科级，有的直接任命为副处级领导干部，从目前来看，这是晋升最有效的方式。

第四十五条公务员晋升领导职务，应当具备拟任职务所要求的政治素质、工作能力、文化程度和任职经历等方面的条件和资格。
公务员领导职务应当逐级晋升。特别优秀的或者工作特殊需要的，可以按照规定破格或者越级晋升。第四十九条公务员职级应当逐级晋升，根据个人德才表现、工作实绩和任职资历，参考民主推荐或者民主测评结果确定人选，经公示后，按照管理权限审批。
