精神残疾证可不可以注销呢？ |

法律分析:
可向当地残联提交申请。撤销分为两种情况：
1、变更
需更正的内容，如因填写失误的，经核对残疾人申请表后给予更正。残疾类别、残疾等级变动，需经重新评定。
2、注销
经康复已脱残或残疾人死亡的，其本人或亲属或代理申办的单位、社区（村）委会应及时到乡镇、街道残联报告，由乡镇、街道残联向县（市、区）残联办理注销手续，交回《残疾人证》。各乡（镇）、街道残联对已脱残、死亡的残疾人应及时收回《残疾人证》，交县（市、区）残联登记注销，并报设区市残联备案。
法律依据:
《中华人民共和国残疾人证管理办法》 第二十四条 残疾人残疾状况变化不再符合残疾标准或死亡的，发证残联应及时将残疾人证注销；残疾人本人或智力、精神残疾人及未成年残疾人的监护人要求注销残疾人证的，提交相应身份证明材料和书面申请，发证残联可收回残疾人证，并在残疾人人口基础数据库中注销相关信息。残疾人证注销后，一年内不得重新申请。残疾人残疾状况变化的认定，以指定机构作出的残疾评定结论为准。
