释义	法律分析：不可以。参保人员在定点医院、药店就医购药时，可凭密码在机上刷卡使用，但无法提取现金或进行转帐使用。法律依据：《中华人民共和国民法典》第一千一百八十一条被侵权人死亡的，其近亲属有权请求侵权人承担侵权责任。被侵权人为组织，该组织分立、合并的，承继权利的组织有权请求侵权人承担侵权责任。被侵权人死亡的，支付被侵权人医疗费、丧葬费等合理费用的人有权请求侵权人赔偿费用，但是侵权人已经支付该费用的除外。
