法律分析：不可以。工会或者工会委员会均属于公司的内设机构，内设机构不具有独立承担责任的能力，必须由对方公司出面签订合同，否则遇到纠纷，由于被告不具备主体资格，连立案都会有麻烦。
法律依据：《中华人民共和国民法典》 第四百七十二条 要约是希望与他人订立合同的意思表示，该意思表示应当符合下列条件：
（一）内容具体确定；
（二）表明经受要约人承诺，要约人即受该意思表示约束。
