释义	法律分析: 监外执行能外出，但是必须说明去向和时间，经过社区矫正机构同意。监外执行是指对于被处无期徒刑、有期徒刑或者拘役的罪犯，由于符合法定情形，决定暂不收监或者收监以后又决定改为暂时监外服刑，由社区矫正机构负责执行的刑罚执行制度。对于监外执行的罪犯，实行社区矫正，基层组织或者罪犯的原所在单位协助进行监督。法律依据:《《中华人民共和国刑事诉讼法》》第二百六十九条对被判处管制、宣告缓刑、假释或者暂予监外执行的罪犯，依法实行社区矫正，由社区矫正机构负责执行。
