被吊销的营业执照还能恢复吗

法律分析：看情况
一、如果工商部门是遵循法律规定、按照法定程序吊销公司的营业执照，则公司的营业执照被吊销不能恢复。
二、不符合上述情况的，具体可以申请行政复议或者行政诉讼，在确定工商部门吊销营业执照的做法错误的情况下，可以恢复被吊销的营业执照。
法律依据：《中华人民共和国民法典》 第七十八条 依法设立的营利法人，由登记机关发给营利法人营业执照。营业执照签发日期为营利法人的成立日期。
