释义	法律分析：新公章启用之日，就是旧公章作废的时候，两者不能同时使用。法律依据：《印章治安管理办法》第十一条需要更换印章的，须公告声明原印章作废后按照本办法第七条、第八条规定重新办理备案或准刻手续。印章遗失、被抢、被盗的，应当向备案或批准刻制的公安机关报告，并采取公告形式声明作废后，按照前款规定重新办理备案或准刻手续。
