现在如果行政复议法中是否有信访的规定的，具体来说是行政复议以书面审查为主的工作程序，不利于贯彻全面审查的原则，难以查明案情，且剥夺了当事人双方质证辩论的权利;并且行政复议决定的种类斧凿的痕迹过浓。 建设部法规司处王荣梅处长则对近来备受关注的争议问题展开了探讨，她指出，目前城市房屋拆迁类行政复议案件呈逐年递增的趋势，案件大多集中于对拆迁裁决的复议，建议应该进一步明确城市房屋拆迁相关行政复议的权，完善行政复议机构的运作程序，并且对所涉及的房屋资产评估问题进行实体化的全面审查。
