释义	法律分析：有害垃圾是指生活垃圾中列入《国家危险废物名录》的零星废弃物（具体见附件）。其它类别的危险废物和企事业单位生产过程中产生的危险废物不得混入有害垃圾，并应执行危险废物相关管理规定。本市有害垃圾按照“产生者分类投放，各区属地收集，市统一收运处置”的原则构建全程分类管理体系。法律依据：《中华人民共和国环境保护法》第四条保护环境是国家的基本国策。国家采取有利于节约和循环利用资源、保护和改善环境、促进人与自然和谐的经济、技术政策和措施，使经济社会发展与环境保护相协调。
