软件著作权 不局限人数，是没有固定人数的规定。根据我国相关法律的规定，独立开发完成软件的自然人、法人或其他组织以及通过合同约定、 继承 、受让或者承受软件著作权的自然人、法人或者其他组织都可以成为 著作权 人。
法律客观：
《中华人民共和国 著作权法 》第二条 中国公民、法人或者其他组织的作品，不论是否发表，依照本法享有著作权。
