释义	法律分析：核辐射有自身的计量标准，不同辐射剂量对人体的影响会不同。短时间的辐射剂量低于100毫西弗，对人体没有危害。高于4000毫西弗时，对人体是致命的。法律依据：《中华人民共和国核安全法》第五十二条核材料、放射性废物的托运人应当在运输中采取有效的辐射防护和安全保卫措施，对运输中的核安全负责。乏燃料、高水平放射性废物的托运人应当向国务院核安全监督管理部门提交有关核安全分析报告，经审查批准后方可开展运输活动。核材料、放射性废物的承运人应当依法取得国家规定的运输资质。
