根据目前中考报考政策来看是可以接受往届中学生报名的，也就是说虽然失去了在公立九年义务教育学校复读初三的权力，但是并没有失去再次报考中考考试并再次参加中考考试进而进入高中读书的权力。

《中华人民共和国义务教育法》 第三条 义务教育必须贯彻国家的教育方针，实施素质教育，提高教育质量，使适龄儿童、少年在品德、智力、体质等方面全面发展，为培养有理想、有道德、有文化、有纪律的社会主义建设者和接班人奠定基础。
