释义	法律主观： 2016年6月，随着平均工资的公布，北京、上海、重庆、安徽等多地调整了社保缴费基数。由于平均工资的增加，各地的社保缴费基数上下限标准也都出现了不同程度的上调。2016年11月，国务院印发《关于激发重点群体活力带动城乡居民增收的实施意见》，提出扩大统计口径范围，社保缴费基数将有所降低，这有利于减轻低收入者缴费负担，让更多低收入者交得起社保，享受社保待遇。同时，低收入者拿到手的工资也有望增加。
