2、分为2种：交通临时限行：主要是指某些专用车辆需要到达某些目的地，交管部门会采取相应的管制，让特有车辆先行。而百姓车辆需要避让；机动车尾号限行：这个方案在奥运会的时候使用过。主要目的是缓解北京早晚上下班高峰所产生的拥堵现象。

《中华人民共和国大气污染防治法》
第五十条 国家倡导低碳、环保出行，根据城市规划合理控制燃油机动车保有量，大力发展城市公共交通，提高公共交通出行比例。
国家采取财政、税收、政府采购等措施推广应用节能环保型和新能源机动车船、非道路移动机械，限制高油耗、高排放机动车船、非道路移动机械的发展，减少化石能源的消耗。
省、自治区、直辖市人民政府可以在条件具备的地区，提前执行国家机动车大气污染物排放标准中相应阶段排放限值，并报国务院生态环境主管部门备案。
城市人民政府应当加强并改善城市交通管理，优化道路设置，保障人行道和非机动车道的连续、畅通。
第五十一条 机动车船、非道路移动机械不得超过标准排放大气污染物。
禁止生产、进口或者销售大气污染物排放超过标准的机动车船、非道路移动机械。
