法律依据：
《中国民用航空旅客、行李国内运输规则》
第二十二条 旅客自愿退票，除凭有效客票外，还应提供旅客本人的有效身份证件，分别按下列条款办理：
(一)旅客在航班规定离站时间24小时以内、两小时以前要求退票，收取客票价10%的退票费;在航班规定离站时间前两小时以内要求退票，收取客票价20%的退票费;在航班规定离站时间后要求退票，按误机处理。
(二)持联程、来回程客票的旅客要求退票，按本条第一款规定办理。
(三)革命残废军人要求退票，免收退票费。
(四)持婴儿客票的旅客要求退票，免收退票费。
(五)持不定期客票的旅客要求退票，应在客票的有效期内到原购票地点办理退票手续。
(六)旅客在航班的经停地自动终止旅行，该航班未使用航段的票款不退。
第二十三条 航班取消、提前、延误、航程改变或承运人不能提供原定座位时，旅客要求退票，始发站应退还全部票款，经停地应退还未使用航段的全部票款，均不收取退票费。
第二十四条 旅客因病要求退票，需提供医疗单位的证明，始发地应退还全部票款，经停地应退还未使用航段的全部票款，均不收取退票费。
患病旅客的陪伴人员要求退票，按本条第一款规定办理。
