释义	法律分析：工人未按要求进行施工的，由安全监督管理部门对施工单位进行处罚，如责令改正、处罚款、赔偿损失等。法律依据：《建设工程质量管理条例》第六十四条违反本条例规定，施工单位在施工中偷工减料的，使用不合格的建筑材料、建筑构配件和设备的，或者有不按照工程设计图纸或者施工技术标准施工的其他行为的，责令改正，处工程合同价款百分之二以上百分之四以下的罚款成建设工程质量不符合规定的质量标准的，负责返工、修理，并赔偿因此造成的损失节严重的，责令停业整顿，降低资质等级或者吊销资质证书。
