释义	法律分析：可以办。新卡与您原来的银行卡没有关联。如果您在银行重新办一张银行卡，存钱或者汇钱到银行卡，都可以。如果是挂失冻结，可以补办新卡，原来的银行卡上的钱会自动转到新卡上，但原银行卡同时作废。但如果是银行、法院等方面其他原因冻结您的银行资金，那您办新卡，资金也会冻结。您是给别人做担保，被法院判的，那就不要以您的名字办卡了，只要是您名下的资金都会被冻结。法律依据：《银行卡业务管理办法》第三条凡在中华人民共和国境内办理银行卡业务的商业银行、持卡人、商户及其他当事人均应遵守本办法。
