释义	如果学校有退还学费的义务而不退还的，学生家长可以与学校协商解除，如果协商不成的可到主管教育的教育局投诉，投诉解决不了的可以提起诉讼。【本文关联的相关法律依据】《中华人民共和国民办教育促进法》第五十九条对民办学校的财产按照下列顺序清偿:（一）应退受教育者学费、杂费和其他费用；（二）应发教职工的工资及应缴纳的社会保险费用；（三）偿还其他债务。非营利性民办学校清偿上述债务后的剩余财产继续用于其他非营利性学校办学；营利性民办学校清偿上述债务后的剩余财产，依照公司法的有关规定处理。
