释义	劳务分包不能再分包。分包在法律中有明确的规定,劳务分包是施工行业的普遍做法,法律在一定范围内允许。但是禁止劳务公司将承揽到的劳务分包再转包或者分包给其他的公司;禁止主体工程专业分包,主体工程的完成具有排他性、不可替代性。法律依据：《公路建设市场管理办法》第三十八条施工单位可以将非关键性工程或者适合专业化队伍施工的工程分包给具有相应资格条件的单位，并对分包工程负连带责任。允许分包的工程范围应当在招标文件中规定。分包工程不得再次分包，严禁转包。
