释义	法律分析：不可以。擅自把草地开垦为耕地要定罪处罚。法律依据：　《中华人民共和国草原法》第六十六条非法开垦草原，构成犯罪的，依法追究刑事责任；尚不够刑事处罚的，由县级以上人民政府草原行政主管部门依据职权责令停止违法行为，限期恢复植被，没收非法财物和违法所得，并处违法所得一倍以上五倍以下的罚款；没有违法所得的，并处五万元以下的罚款；给草原所有者或者使用者造成损失的，依法承担赔偿责任。
