释义	网络上散布谣言要承担的法律责任有：民事责任：即如果散布谣言侵犯了公民个人的名誉权或侵犯了法人的商誉的，依据我国民法通则规定，要承担停止侵害、恢复名誉、消除影响、赔礼道歉及赔偿损失的责任行政责任：散布谣言，谎报险情、疫情、警情或以其他方法故意扰乱公共秩序的扬言实施放火、爆炸、投放危险物质扰乱公共秩序的。根据《中华人民共和国治安管理处罚法》第二十五条规定，有下列行为之一的，处五日以上十日以下拘留，并处五百元以下罚款；情节较轻的，处五日以下拘留或五百元以下罚款。
