释义	法律分析：不可以退，如果擅自撤走注册资金属于抽逃出资，将会被处以所抽逃出资金额百分之五以上百分之十五以下的罚款。但是注册资金在公司注销清偿完所有债务后有剩余的，剩余资金可以返还。法律依据：《中华人民共和国企业法人登记管理条例》第十四条企业法人办理开业登记，应当在主管部门或者审批机关批准后30日内，向登记主管机关提出申请；没有主管部门、审批机关的企业申请开业登记，由登记主管机关进行审查。登记主管机关应当在受理申请后30日内，做出核准登记或者不予核准登记的决定。
