释义	法律分析：从时限上讲，责令停产停业与责令停业整顿虽然同属在一定期限内中止行政许可的效力，但在适用范围上却有着较大区别。责令停产停业适用于被许可人全部被许可生产经营活动的暂时性中止，而责令停业整顿仅适用于烟草专卖业务一项，并不涉及其他被许可事项。因此，就适用范围来说，责令停业整顿要比责令停产停业的适用范围窄。法律依据：《中华人民共和国行政处罚法》第四十二条行政机关作出责令停产停业、吊销许可证或者执照、较大数额罚款等行政处罚决定之前，应当告知当事人有要求举行听证的权利。
