释义	中国在2002年全国农村税费改革时,就已经取消了提留款。提留款，在农村，提留款是指向农民收取的“三提五统”即：公积金、公益金、管理费提留和五项乡镇统筹。法律依据: 《农民承担费用和劳务管理条例》第十三条农民负担的村（包括村民小组）提留、乡统筹全部加起来最多不能超过上年人均纯收入的5％，其中村提留应占到一半以上。人均纯收入数据以村为单位计算，不得浮夸。超过5％的限额，农民有权拒交。农村税费改革试点地区取消乡统筹、村提留。
