释义	法律分析：抚恤金是指公民因工伤、交通或其他意外事故的发生造成伤残或死亡的，国家或有关单位按相关法规规定发给伤残者本人或死者家属一定金额的慰问金及生活补助费。不能作为遗产进行继承。保险金属于受益人的合法财产，不能被继承，也不能用来偿还投保人生前的债务。法律依据：《中华人民共和国民法典》第一千一百二十二条遗产是自然人死亡时遗留的个人合法财产。依照法律规定或者根据其性质不得继承的遗产，不得继承。
