释义	是为加强湿地保护管理，履行国际湿地公约，根据法律法规和国务院有关规定制定。经国家林业局局务会议审议通过，由国家林业局于2013年3月28日发布，自2013年5月1日起施行。法律依据:《湿地保护管理规定》第二条本规定所称湿地，是指常年或者季节性积水地带、水域和低潮时水深不超过6米的海域，包括沼泽湿地、湖泊湿地、河流湿地、滨海湿地等自然湿地，以及重点保护野生动物栖息地或者重点保护野生植物的原生地等人工湿地。
