释义	法律分析：不是，对公账户的账号不是开户许可证上的号。企业所有现金、银行收支，都需要报账的。法律依据：《中华人民共和国银行账户管理办法》第三十条银行不得对未持有开户许可证或已开立基本存款账户的存款人开立基本存款账户。本办法另有规定的除外。第三十一条银行不得违反本办法的规定强拉客户在本行开立账户。信用社不得超出规定的业务范围，为存款人开立账户。第三十二条存款人不得违反本办法的规定在多家银行机构开立基本存款账户。存款人不得在同一家银行的几个分支机构开立一般存款账户。
