释义	法律分析：需要的。停止用热的用户，应当按照市、县人民政府的规定向供热单位交纳一定数额的热能损耗补偿费。法律依据：《黑龙江省城市供热条例》第二十三条用户要求停止供热的，应当在本供热期开始30日前与供热单位签订停热协议。但可能危害其他用户用热或者影响室内公共设施安全运行的不得停止用热。
