释义	债权转让后，原债权人与债务人之间的法律关系消灭，债务人不能再向其行使抗辩权，因此必须发出债权转让通知书。在未发出债权转让通知书时，对受让人来说，为了保障自身权益，必须让债权转让人发出债权转让通知书。法律依据：《中华人民共和国民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
