释义	法律分析：违法。正规出租只能从自己营运城市拉客去另外的城市，到了下客就走。如果在异地上客就属于非法营运。法律依据：《出租汽车行驶员从业资格管理限定》第四十一条　违背本限定，有下列做法之一的人员，由县级以上出租汽车行政主管部门责令改正，并处1万元以上3万元以下的罚金；构成犯罪的，依法追究刑事职责：（一）未获到从业资格证或者越过从业资格证核定范围，行驶出租汽车从事经营活动的；（二）使用失效、虚构、变造的从业资格证，行驶出租汽车从事经营活动的；（三）转借、出租、涂改从业资格证的。
