释义	法律分析：当事人如提起刑事自诉案件,一般由犯罪地的人民法院行使管辖权。法律依据：《最高人民法院关于规范人民法院再审立案的若干意见(试行)》第十条人民法院对刑事案件的申诉人在刑罚执行完毕后两年内提出的申诉，应当受理;超过两年提出申诉，具有下列情形之一的，应当受理： (一)可能对原审被告人宣告无罪的; (二)原审被告人在本条规定的期限内向人民法院提出申诉，人民法院未受理的; (三)属于疑难、复杂、重大案件的。不符合前款规定的，人民法院不予受理。
