《厦门经济特区轨道交通条例》
第一条 为了规范轨道交通管理，保障轨道交通建设和运营安全，促进轨道交通持续健康发展，遵循有关法律和行政法规的基本原则，结合厦门经济特区实际，制定本条例。
第二条 轨道交通应当遵循以人为本、科学规划、安全运营、规范服务、便捷高效的原则。
第三条 市人民政府应当加强对轨道交通工作的领导，建立轨道交通工作协调机制，及时研究解决轨道交通工作中的重大问题。区人民政府应当按照职责做好轨道交通相关工作。
市建设主管部门负责轨道交通建设工程的监督管理。
市交通运输主管部门负责轨道交通运营的监督管理。具体工作由其所属的轨道交通运营管理机构负责。
发展改革、公安、财政、规划、国土房产、环境保护、海洋与渔业、人防等部门在各自的职责范围内，负责轨道交通的相关工作。
第四条 市人民政府确定的轨道交通经营单位具体负责轨道交通的建设、运营和综合开发，以及依照本条例的授权实施行政处罚。
第五条 市人民政府应当将轨道交通建设纳入国民经济和社会发展规划、城市总体规划、土地利用总体规划和海洋功能规划。轨道交通建设应当符合环境保护和人防的要求。
