释义	旅游公司同意是可以转让的。法律依据：《旅行社条例实施细则》第三十五条规定，旅游行程开始前，当发生解除约定旅游合同的情形时，经征得旅游者的同意，旅行社可以将旅游者推荐给其他旅行社组织、接待，并由旅游者与被推荐的旅行社签订旅游合同。未经旅游者同意的，旅行社不得将旅游者转交给其他旅行社组织接待。
