释义	法律分析：上大学拿毕业证是不需要交钱的，但是每年都会按照国家规定交学费，学费里面包括毕业证制作费用。法律依据：《教育部关于当前加强高等学校学历证书规范管理的通知》第七条国家和省级教育行政部门要加强对高等教育学历证书的监督与管理，严格学历证书电子注册制度。对违规操作、滥发学历证书的高等学校，要追究有关人员的责任，并由教育行政部门宣布证书无效，责令收回或者予以没收；情节严重的，取消其颁发证书的资格。
