释义	法律分析: 一般情形下不能越级转发文件。若是有特殊情况，如发生重大的事故、防汛救灾等突发事件或上级领导在现场办公中特别交待的问题，可越级行文，特事特办，但要抄送被越过的上级机关。《人民法院公文处理办法》第二条本办法适用于各级人民法院公文处理工作。
