释义	法律分析：不可以。营运车辆没有资格证不能开。法律依据：《中华人民共和国道路运输从业人员管理规定》第六条经营性道路客货运输驾驶员和道路危险货物运输从业人员必须取得相应从业资格，方可从事相应的道路运输活动。私家车改成营运车辆是需要向登记地车辆管理所申请变更登记，机动车所有人的住所迁出车辆管理所管辖区的，应当于变更后向车辆管理所申请变更登记，提交法定证明、凭证。车辆管理所应当自受理之日起一日内查验申请事项发生变更的证明，收回原行驶证，重新核发行驶证。
