释义	法律分析：没有走斑马线不扣，必须是走斑马线的没有礼让才会罚款和扣分，没有斑马线的地方属于行人违法在先。但也必须礼让。法律依据：《中华人民共和国道路交通安全法》第四十七条机动车行经人行横道时，应当减速行驶；遇行人正在通过人行横道，应当停车让行。机动车行经没有交通信号的道路时，遇行人横过道路，应当避让。
