释义	法律分析：由县级以上公安机关治安部门负责鉴定工作，但要指定两名政治、业务素质过硬的同志共同进行，其他人员一律不得参加。当事人提出不同意见需重新鉴定的，由上一级公安机关治安部门会同同级新闻出版、音像归口管理等部门重新鉴定。对送审鉴定和收缴的淫秽物品，由县级以上公安机关治安部门统一集中，登记造册，适时组织全部销毁。法律依据：《司法鉴定程序通则》第三十七条司法鉴定意见书应当由司法鉴定人签名。多人参加的鉴定，对鉴定意见有不同意见的，应当注明。
