法律依据：《四川省人民政府办公厅关于防控新型冠状病毒肺炎疫情期间做好政务服务利企便民工作的通知》
第一条 大力推行不见面审批。充分利用一体化政务服务平台，将更多的行政审批、公共服务等事项纳入网上办理。对能够实现全程网办的事项，引导申请人通过“四川政务服务网”“天府通办应用程序（APP）”在线提交申请办理（操作指南简版见附件1，详细版见四川政务服务网首页）；对未实现全程网办事项，采用网上申报、线下通过邮递材料的方式进行。对确需到实体大厅现场办理的事项，推行自助终端办理、线下预约办理、邮递材料办理。各地可结合实际发布线上线下办事指引和具体预约方式。
第二条 优化审批服务流程。对企业复工复产急需办理的审批服务事项，要加快审批速度，涉及多部门审批的，明确牵头部门统一接件出件；涉及跨层级审批的，终审部门通过初审部门代收相关材料进行审批；对基本条件具备、主要申报材料齐全且符合法定条件，但次要条件或手续有欠缺的，鼓励实行“告知承诺”或“容缺受理”先行给予办理发证。其中，针对证明事项，各地可参照四川省证明事项告知承诺制试点单位有关做法（见附件2），结合本地实际推行。
