释义	法律客观：《中华人民共和国药品管理法》第二条在中华人民共和国境内从事药品研制、生产、经营、使用和监督管理活动，适用本法。本法所称药品，是指用于预防、治疗、诊断人的疾病，有目的地调节人的生理机能并规定有适应症或者功能主治、用法和用量的物质，包括中药、化学药和生物制品等。《中华人民共和国药品管理法》第三条药品管理应当以人民健康为中心，坚持风险管理、全程管控、社会共治的原则，建立科学、严格的监督管理制度，全面提升药品质量，保障药品的安全、有效、可及。
