释义	法律分析：不可以。只有在医保报销的基础上自费部分过高,或者没有医保的全部自费,造成家庭生活困难的,可以向居委会或乡村委的民政干部申请一次性的补助。法律依据：《军人抚恤优待条例》第十五条一次性抚恤金发给烈士、因公牺牲军人、病故军人的父母（抚养人）、配偶、子女；没有父母（抚养人）、配偶、子女的，发给未满18周岁的兄弟姐妹和已满18周岁但无生活费来源且由该军人生前供养的兄弟姐妹。
