释义	法律分析：国家政策行调整属于情势变更，是不可抗力的一种，但情势变更不能乱用。不可抗力条款是规定在合同订立后发生当事人在订合同时不能预见、不能避免、不可控制的意外事故，以致不能履行合同或不能如期履行合同时，遭受不可抗力的一方可以免除履行合同的责任的条款。某一情况是否属不可抗力，应从多个方面综合加以认定。法律依据：《中华人民共和国民法典》第一百八十条因不可抗力不能履行民事义务的，不承担民事责任。法律另有规定的，依照其规定。不可抗力是不能预见、不能避免且不能克服的客观情况。
