释义	法律分析：内部行政行为一般不可以提请诉讼，行政机关对行政机关工作人员的奖惩、任免等决定不能提起行政诉讼，但是当内部行政行为被相对人知悉，并被付诸实施，对相对人的权利义务产生了实际直接的影响，即内部行政行为实质外化后，是具有可诉性的。法律依据：《关于执行中华人民共和国行政诉讼法若干问题的解释》第一条对公民、法人或者其他组织的权利义务不产生实际影响的行为不属于人民法院的受案范围。
