实施梯次退票，票面乘站开车前15天以上的，不收取退票手续费；开车前48小时以上的，退票时收取票价5%的退票费；开车前24小时以上、不足48小时的，退票时收取票价10%的退票费；开车前不足24小时的，退票时收取票价20%。
法律依据:
《铁路旅客运输办理细则》 第二十四条 因列车满员或意外事件列车停止运行，旅客不能按票面指定的日期、车次乘车时，车站应积极为旅客办理签证及通票有效期延长手续。
