取得完整产权的两限房经政府批示可以买卖和出租。两限房是政府限制套型比例、限定销售价格的中低价位、中小套型普通商品住房，政府相关部门对不符合购房资格、以出租牟利的购房者应予严厉处罚。法律依据：《限价房管理规则》第二条本规则所称限价商品住房是指市人民政府选定拟出让的普通商品住房建设用地，采取招标、拍卖、挂牌出让方式，提出限制销售价格、限制住房套型面积、限制销售对象等要求，由开发企业通过公开竞争取得土地，并严格执行限制性要求开发建设和定向销售的普通商品住房。
