释义	法律客观：《中华人民共和国残疾人证管理办法》第二十四条残疾人残疾状况变化不再符合残疾标准或死亡的，发证残联应及时将残疾人证注销；残疾人本人或智力、精神残疾人及未成年残疾人的监护人要求注销残疾人证的，提交相应身份证明材料和书面申请，发证残联可收回残疾人证，并在残疾人人口基础数据库中注销相关信息。残疾人证注销后，一年内不得重新申请。残疾人残疾状况变化的认定，以指定机构作出的残疾评定结论为准。
