法律分析:
二级机构，是指在我国行政管理中，单位根据业务工作需要，在内设机构外设立的、隶属于本单位管理的、在编制和财政供给制度等方面区别于内设机构的其他机构。
法律依据:
《会计基础工作规范》 第十六条 国家机关、国有企业、事业单位任用会计人员应当实行回避制度。单位领导人的直系亲属不得担任本单位的会计机构负责人、会计主管人员。
