释义	法律分析：根据法律规定，违法行为在二年内未被发现的，不再给予行政处罚。法律另有规定的除外。法律依据：《中华人民共和国人口与计划生育法》第三条符合再生育一个子女的条件，未取得生育证生育的，按照上年度总收入的百分之三十征收。征收社会抚养费后补办生育证。第五条违法多生育一个子女或非法收养一个子女后，再继续违法多生育或多收养的，每再多生育或再收养一个子女，按违法多生育一个子女的征收标准依次增加三倍征收。
